All Devices quick rotation button in Photos

Can somebody explain to me, why did Apple change the quick rotation button to be clockwise in iOS13 instead of the opposite direction in previous iOSes and macOS? This is one of the most annoying things in the new system. Why the hell would they change it when that direction was perfect for rotating documents?

Probably the same reason as a lot of changes made in iOS.... change just for the sake of change!
