just got a new (used) mac pro 12 core and it had a video card which wasnt working with 2 monitors so I took the 7970 from my 3.1 and plugged it in the new 2012.. well at first it works very nice and quiet but the moment i start rendering in premiere, the card becomes very loud and the fan is spinning ready to take off!

1. what do I do in the mean time i need to work...
2. i am also searching for a new card that will be compatible with the 12 core and Mojave..

Did you reset SMC? Maybe you will need to check if your GPU needs to have the thermal paste replaced or the heatsink is clogged with dust.

HD 7970 is a METAL supported card and fully Mojave compatible.

If you never changed it, it's almost certain that it need it by now, it's a early 2012 era GPU.

Buy some new thermal paste like AS5 or a better one, then remove the heatsink, clean it and reapply the thermal paste.
 
You could also try "Macs Fan Control". Here you will see some fan speed and temperature. I have my Sapphire 7950 White Mac Edition 3G on the shelf now. It spinned like yours, very loud. Replaced it with Sapphire Radeon RX 580 8G and it works very nice. No spin ups for me when I do my 3D rendering of medical CT image stacks.

I don't think "Macs Fan Control" (nor any other fan control utility) can vary the speed of the GPU fan in a Mac Pro1,1-5,1.

By the look of it, the card gets hot while rendering which means it has insufficient cooling - starting off with a new thermal paste, larger heatsink, changing the position inside the Mac (I personally stick my cards to the lowest PCIe slot and allow some space by not using the next slot above)... That all is much cheaper than a new card.
