I have the base 27" model that came with 8GB of RAM. Can I buy 2 8GB dims and put them into the empty slots along side the (2) 4GB already there?

Yes lots of people do that to avoid paying Apple tax on more RAM that you have to. The trap door allows you to do this. Buy an appropriate pair of sticks (there are plenty of web site where you can check the spec) and put them into the two vacant slots; no need to move the Apple ones, which slots you use is important - for maximum speed they work in pairs.
