Sometimes, I have apps that freeze and require me to force close them. So I'm wondering if I should have an iPad with 16GB RAM instead of 8G RAM?

Jokes aside, I have 16gb and an m 4 and sometimes it still has an app that freezes. Even “big” apps like word or Goodnotes might occasionally do that.

Just to be sure: what is freezing? The one app that doesn’t work. Or you can’t switch to different apps?

Did you reboot or shut it down since this happens? Maybe something got stuck in the RAM and it has just to be cleared. I don't know much about iPads, but you could also delete the cache of those Apps if that is possible.

Is there enough free space? Some Apps might need it while they are used. Also for swapping if the RAM is full.
