What is this stupid bug on at least 3 OS installers -- Mojave, which I'm contending with atm, and Monterey and Big Sur, where I've heaps of fun dealing with re-installs in the past 2 weeks. I get as far as 'sign-in with AppleID' enter credentials, and the following screen presents terms and conditions whose "Agree" button is greyed out and no manner of scrolling through text, clicking, tabbing, ctl+arrow presents the popup "Agree" button needed to proceed. Clicking the back arrow gets the opportunity to re-enter credentials. Yay. Fix this idiotic bug you morons in Cupertino. Yes, I know this is not Apple's bug report site. It's my rant.

OK, this suggestion will be different.

When you finish the install, and start going through the setup routine, SKIP signing in to your Apple ID for the moment. Just let it "pass by".

See if you can get the install completed, otherwise, and your data migrated.
THEN go back and try signing into Apple another time.

Indeed, there are always minor bugs that can be quite annoying. When we can expect another Snow Leopard moment?😑
Not until they are forced to revisit the entire code base, which is what Snow Leopard came from: iOS's creation for the much resource scant iPhone. They sure don't seem to be capable of WILLINGLY doing this, because they're trapped in Wall Street pathology...
