about two weeks ago, behaviour of icloud/ical has changed for me:

i used to get meeting invitations in my ical inbox.
now i'm getting them as email message instead.

from the email message, i have 2 options:

1. add the attached .ics file to ical
=> this will not send my response to the sender of the invitation, and the ical entry is not containing any meeting participants

2. click on one of the buttons in the email message to accept or decline the invitation
=> the sender will get my response, but the meeting is not added to my ical calendar

what has gone wrong here? i have a migrated mobileme => icloud account, my wife is using her own (new) icloud account. until around 3rd week of december this used to work as expected.

any idea?
 
I have the same problem and trying to find a fix. To add to the confusion I'm also not sure if invites sent via Calendar (Lion) are working correctly.

I have my Gmail account set as my primary email account on both my phone and mac, I don't know if that could be related.
 
Same here..
My iCal is synced to @me.com appleid.. and I only got email instead of the app notification..
Whien I tested on my sister's iphone, which appleid is non @me.com, the notification works..
Then I tested on my dad's iphone, appleid is @me.com, he doesnt receive any email AND notifications..

Weird....
 
So glad that I'm not the only one seeing this problem. Attached is a glimpse at the actual email. It was sent from an iCloud user to my phone on my primary iCloud/iTunes email address which is not an @me address. When iCloud first started the same gmail address was able to get the invites normally and respond within the iOS, but now no matter which email is used (because I also have an @me iCloud account) the notifications come through as email like this one.

The kicker is that even when accepted, it doesn't show on iCal, you have to download a calendar entry from Safari to import it; if you import the iCal event from within the email on your phone, it doesn't show accepted and won't give you the chance to accept even though you're viewing it from the iCloud account it was sent to.

No clue what's going on and would love it if anyone else has found a fix or explanation for why this has happened.

i had the same situation as described in the above solution:
2 apple id's, and one of them had the email address of the other account as additional/secondary email address added. i removed that additional address from the 2nd account, and now it works.

These steps unfortunately didn't fix the problem for me or the friend I've been testing with. We both went in and removed the secondary emails we had listed and then tried a test iCal event and still get email notifications.
