Hey,

I have tried to find a quality, active Photoshop or Pixelmator forum.

I'd like to find a forum where I am able to request tutorials,
then have my requests be answered with quality replies.

I would like being able to recreate, with tutorials that show how:

Adobe has its own Forums and Tutorials. When I first started learning PS I found their forums to be one of the best around for getting answers and getting them quick. Adobes own personnel assist on the forums. Many intelligent users of PS on the forums as well. I still use them years latter when I get stuck. I am a more advanced user and still have no problems finding solutions on Adobe's forums.

Adobe also has many good tutorials as well. And a simple Google search will find you just about any tutorial you could want. There are way to many to list here.

Can not help you with Pixelmator as I do not personally use the program. Hope this at least starts something going for you.
