If it doesn't have to be local on your device, I find that Robobraille is incredibly good in terms of results, with an easy interface.

However, if the documents are very sensitive, I can understand not wanting to upload them anywhere. Aside from that, there's Gocr and ocrmypdf. A lot of the high profile PDF programs also have OCR functionality
