Looking for recommendations of good screen recording software. I should be able to specify the area of the screen to record, the frame rate, audio (System audio/Mic/None/Both), location to record the file (internal or external drive).

If you’re using either macOS Mojave or Catalina, screen recording is built in.
QuickTime Player should be able to do it for older macOS versions.

Do these tools let me set the frame rate of the recording?
 
Screen recording is built into QTP. There isn't really much in the way of user controls. And it records audio or video, but not both at the same time. For screen recording, you can select an area or the screen. If you have an aptitude for iMovie, FCPX, etc then there's more you can do. There are several "for pay" apps. I have used Screenflow and Camtasia. Both are very comprehensive.

[edit] QTP can record both audio and video simultaneously. Somewhere along the way this changed from either/or to both.

QTP can record the screen and audio at the same time if you use a software sound routing such as SoundFlower.

Wouldn't any screen recording software be limited by the power of your machine's graphics and CPU?

I use Snagit. No option as far as I can tell to adjust the frame rate, but supports your audio and location requirements.
