I mistakenly deleted all the contents of hidden folder in the photo gallery and cleared it from recently deleted section. Is there a way I can recover it.

Wow. Recently Deleted is there for a reason. If you’re not sure, leave your photo there. If you’re sure then go ahead, remove them from there.

If you back up your phone before you removed them then you might be in luck. Otherwise ….

I Checked from iCloud.com logged in using my ID and didn't find anything in the hidden folder
 
The default storage option of 15 GB

iCloud is not a backup. It's a cloud storage. If you permanently deleted the recently deleted folder, that deletion also mirrors to iCloud and deletes everything from the cloud too.

I've heard of people being able to have their whole iCloud account rolled back to the state of, say, 1 week ago. For that you need to contact Apple support. No idea if they actually do that or if it was a rumor.

Do you happen to have a Mac synced to iCloud Photos you do regular Time Machine backups on? That would be another place those photos might still exist.

Other than that, if you purged from Recently Deleted, it's gone. This can be a good thing if you want to make sure a sensitive photo has been deleted, but bad in your case.
