Recovery Loop?

This is on an iPhone 7.

Tried restoring my iPhone to recovery settings, and it's in a recovery loop right now. I tried DFU mode too, and still no luck. The restore goes through with a fresh 10.3.2 IPSW, and then it just goes back into recovery and says this.
