I purchased 2 IPADs one for me and one for my wife both 64's but mine is a 3G and her's WIFI.

Only problem when I opened them I didn't look and have set mine up customized and it's the wrong one.

1. How do I reform them both and 2. reinstall the apps on the opposite machines will I face licensing issues when I try to sync the apps and songs ?
 
You could just restore them, and start from scratch.

Just sync the iPad(s) first if you have purchased anything on the device it self.

iTunes Apps are tied to your iTunes account not the device so you will be able to put what ever apps you like back on them (if they are both linked to the same iTunes account).
