Reformat MBA USB reinstall drive

No it's not possible. You wouldn't want to do it anyway in case you ever need to restore. I found a very similar USB stick almost at small at Staples for $19.95.

Probably possible, but if anything ever goes wrong with your system, you're screwed, as you will even need it to restore from a time machine backup if you have one. I have also heard that it is a pain to get in and out of the ports, so I would definitely recommend against it.
