Anyone purchase a refurbished '16/'17 MBP from apple? Im thinking about replacing my '09 MBP but worried about the reoccuring keyboard issues. Any news about apple potentially fixing the issues when the refurb units go out, or is it still an issue?

Still an issue, sadly.
Might as well buy one new from an authorized reseller and save some money.
Or find a 2015, which will be significantly faster than your 2009, and not too much slower than the 2016/2017 models. If you are surviving with a 2009 today, I think you'll find the 2015 will do just fine for at least 3-4 years, at which point we can hope that the keyboard is changed out or made reliable.

I bought my '09 MBP new and extremely happy with the time its lasted so far (Maxed out Ram, added a SSD, replaced the battery), but the screen is beginning to have intermittent issues, and its probably going to need the battery replaced within the year.
So, my dilemma is with buying a 3year old machine and getting 3-4 years of use or a newer and getting 6-9 years of use. Im hoping that there will be some news at WWDC next month (13" i9 Quad-Core 16gRam MBP w/improved keyboard would be my perfect machine) on some hardware updates and improvements.
I bought a refurbished 2017 15-inch MBP, 2.9GHz I7, 512GB SSD, 16GB RAM in January. I've had zero issues with the keyboard. Yes, it feels different to the older keyboards. I'm currently typing this on an 11-inch MacBook Air, and I love the travel on the keys - they feel soft and quite spongy; and the new ones are much more "immediate", but I have no problem typing on them. Not sure if they made any changes between the 2016 and 2017 models, but it feels fine.
