I bought a new iphone 3gs. Lucky enough it comes with 3.1.2 with new iboot.

I have jb and the cydia server stated my ecid shsh 3.1.3 is on their server.

Now i wonder why the ecid shsh is 3.1.3 but not 3.1.2 since i am running on 3.1.2.

for some reasons it was stuck on boot logo and i had to restore it to the 3.1.3 ! :(

Can i down grade to 3.1.2 from 3.1.3 With Cydia SHSH?

Cydia will automatically save a signature for each FW so when 3.x comes out you can downgrade to (in this case) 3.1.3.

Are you sure it is the boot logo, not the itunes/USB (recovery) logo? You did mention you had the new boot so you will be stuck with a tethered JB for the foreseeable future.

No. Your SHSH for 3.1.2 had to be saved before apple stopped signing for 3.1.2 restores.
 
well its was the apple logo after i tried installing themes to the Iphone 3GS and it never rebooted, then i had no other option but to restore.

And it was jail broken by someone else so i am not sure he may have done that.

I have my finger crossed on the unlocking issue. I know there are geniuses out there ;)

and one more question, will it cause any harm if i try this way?

and there is one another option for downgrading with redsnow 0.9.2, does this have any potential risk involved ?

If you restored it to 3.1.3 then you updated the baseband. You cannot unlock it for now. Perhaps in April if Apple releases 3.2 for iPhone and unlock tool may be released.
