How do I reinstall Safari and save bookmarks

Why do you think you need to reinstall Safari? Have you tested Safari in Guest User or created a new User in System Preferences to see if Safari works?

You can sync Safari with iCloud and all your data will sync back. If you don't want to use iCloud, Safari saves all your data in your User's Library/Safari folder.
