Resolved Reject with text not available when locked

Iphone 7 here
iOS 11.1.2

If iPhone locked I can not reject with (custom) text. (the option to reject with a text does not appear)
If iPhone is unlocked, I can reject a call with a (custom) text.

Is this normal in the iPhone?
I want to reject with a text no matter if iPhone is locked or unlocked.
What can I do?

Have you checked that Reply with Message option is enabled in Passcode area of Settings?

One thing to try is to disable “announce all calls” in Phone setting.
