what do I do now? My dad gave it to my oldest daughter a short time before passing away in 2015. We never erased it cause it was nice to see it left the way he had it setup with his favorite pictures and all. Is there any way around?

What happened that caused the activation lock after all this time?
Did you forget the passcode, and try to guess too many times?
Or, just try a full restore, and now the iPad is asking for authentication for the old AppleID account?
Not much you can do, if you don't know the password for the old AppleID account. It's a flat paperweight now.

Paperweight is right I’m guessing! I don’t know what happened all I can think of is maybe my dads widow douche did something on her end.
