reminder app not syncing

Reminders put on on my mac air 2013 (os high sierra) are not syncing on my iphone 6s (15.7.2)

Is this occurring because I'm not using the latest iOS version on my phone and the latest OS on my mac laptop?

Do you have Reminders turned on for more than one account on your Mac?

I believe Reminders is turned on just for the icloud account and the mac itself.

I found a solution.
In the reminder account, icloud was turned on in both devices.

Whenever I opened the reminder app on my mac, there was two locations for scheduling a reminder - 'on my mac' and 'icloud'.

Whenever I made a reminder on my mac it was defaulting to the 'on my mac'.
To get the message on the iphone, I had to check the 'icloud' schedule in the reminder window when making a new reminder.

Update:
Previously, as said, there was two options in the schedule to make a reminder - 'on my mac' only and 'icloud'.
Now, for some reason, when I open the reminder app, the 'on my mac option' has disappeared with only the icloud option to make a reminder.
