I finally caved and updated my iPad from iOS 12 to 13.2.2 last week, thinking that enough bugs had been fixed by now. I didn't "upgrade" the reminders app, since all my other devices are still on iOS 12 or Mojave. Anyway, I have a reminder from October that persistently shows up. I delete it, and it shows up again every day. Anyone else have this problem and know how to remedy it? The reminder isn't on any of my other devices.

Can you check on that reminder using the iCloud web site and maybe try deleting it there too see if that might help?
 
Just a data point for anyone else that stumbles onto this thread, but not directly (imo) related to OP problem.

Do you leave your Mac on? Seeing something similar, but with Catalina.

iPad, iPhone, Mac, all on latest software, all using "new" Reminders, all syncing via iCloud. With Mac powered on, all is good: delete one place, gets deleted everywhere. With Mac off, delete Reminder on an iOS/iPadOS device, deleted on other. In the morning, when I fire up the Mac, it appears that the Mac pushes the old/deleted Reminders back up to iCloud and the iOS devices get "updated" with the old information.

(And yes, I filed a bug report with Apple on this)
