Well, my iPhone and iPad are at iOS 13.1.2 and I just updated my MacBook Pro to Catalina. I specifically waited until Catalina was on my machine before hitting the Reminders upgrade button on the iPhone / iPad.

So after taking hours for the Reminders list count to run up, I'm finding that my iPhone looks to have all of my reminders (69 non-completed, my iPad has some of them (29), my MacBook Pro has some of them (29), and going to iCloud.com, there are ZERO. There is no syncing of updates between devices and it seems that the iPhone is the sole source of truth :(

Anyone else having issues or aware of a fix?

Reminders on my phone are not syncing to the icloud.com website.

In my case, it finally all sync’d after about 3 weeks . . . In effort to get things to work, I did delete almost 10,000 completed reminders. Not sure if that was the silver bullet. I do find the ongoing sync between my iPad and Mac/iPhone is slow (as compared to Mac and iPhone)

all your phone reminders show up on icloud.com now? How did you delete all those completed reminders?

I too initially had issues. What got things unjammed for me was to go to iCloud.com and restore an older backup of my Reminders.

But, still seeing this issue.

hmm there is no option to restore reminders. Only files, calendar, bookmarks, and contacts.

They are syncing now to the cloud. I did most of the deletes manually, but subsequently took advantage of the Shorcuts feature in iOS.

edit: nevermind I had to run one first. Thanks!

Having the same issues. Ran the shortcut to deleter completed reminders. They are gone from my iOS devices but still show up in iCloud.com. How long did it take for them to disappear from iCloud?
