Spent a very frustrating hour today trying to figure out why I couldn't set a location for a reminder; the switch was faded and wouldn't turn on.

After not finding it anywhere I took a deeper look at all my settings and found the problem.

Settings>Location Services>System Settings (all the way at the bottom)

I had flipped the "Location Based iAds" switch to OFF and for some reason it has to be on. The rest of those options are now on but idk how they affect it as they were on before.

Hope this helps someone out there!
 
I have "location based iAds" set to off and I can still set location based reminders just fine.
