Reminders When Location Locked

With iPhone 4 I cannot add a location to a reminder without first unlocking Locations. The Reminder App is allowed to use location and can use it once location is added even if I relock locations. It's just when creating a reminder the location button/selection is grayed out until I remove restriction on changing locations.

Is this normal?

I want locations locked to lock down changing Find My Phone settings. Sorry if already posted but I can't seem to find search button on mobile version in forums.

the find my iphone restrictions are ridiculous. Apple should put their act together and recognise that for FMI to be useful, it needs to be restricted by default.

With this I mean that once added, you would need the iphone's passcode to turn off. And that FMI will always be enabled even if location services is turned off by whoever "finds" your iphone.

having accounts and location services restricted all the time is more of a hassle than anything else.
