Whats the best software windows and mac compatible to control my mac from a windows pc and vice versa?

I already know TeamViewer so dont recommend this one, for some reason in my partners windows laptop it doesnt work.. and we are looking for a solution so he can connect to my mac and I in his windows pc

thanks

Teamviewer works well for me, but you have to have the same version for it to work both ways. Newer TV versions can connect to older TV hosts, but older TV versions cannot connect to newer hosts. It also works best if you create accounts (free) and setup unattended access (if that is important).

VNC works well, the "server" piece is built in to the Mac Screen Sharing, and VNC Viewer can be used to connect to Windows machines with the full VNC (server + viewer) app. There are several apps offering this, but TightVNC is a good bet.

MS Remote Desktop (Mac App Store) is good for connecting to Windows machines.

Meet.me is another, though I have not used it in a while so can't attest to its current capabilities, but it used to work well on both platforms.

There are probably a dozen more that others will mention.

i use "shared" to type on the mac mini via my macbook air, this feature has a share screen were i can control the min as well. there is some slag when I'm running a lot of app on the mini, but worth the price, which is free and works when both macs/windows are in the same network or wifi

I use Jump Desktop to connect my Macs/iPad locally to my Windows 10, my MacBook/iPad locally to my iMac and any of my Mac/Windows machines remotely to Windows Server. Been using it for years with no complaints.

NoMachine may be a good alternate if you really don't want to / can't go the Teamviewer route (which is my go-to unless there's a specific reason I can't.) To be fair, I've only accessed Linux machines from a Windows machine with NoMachine, but it looks like it supports using it for accessing Mac and Windows too.
