Can an apple account be removed once a mac has been set up?

Well I have a mac and thinking of selling it, it has an issue though. It needs mac fan control app installing as for some reason as the heat goes up the fans do not speed up. Once the app is installed it is fine and the fan speed alters with heat. Unknown reason why though as the mac does read the heat sensors fine.

So can I set up the mac and install the fan control app then somehow remove my apple account?
 
I assume you did SMC and PRAM resets in an effort to resolve this?

Why not just sell it with a notation that it needs the app? Eventually the new owner is likely to need to restore the Mac and they're going to need to know this. Not to mention - I'd be a little weary buying a machine that's already been set up, the first thing I would do is wipe it and start over.

Yes did all the reset as you suggest 4 times of each, I had change the CMOS battery when bought it.
BEFORE I opened it up it was doing this so it is not something i have done.
I'm no pro but had many machines apart in my time... plus used the ifixit guide.

with this issue obviously it reduces the value.
It a 2010 mac mini server with a 240GB SSD and a 250GB HDD and 8GB ram.
