Not quite sure how this happened but I had noticed that Photos was failing to correctly tag a bunch of pictures as either being my wife or me. After digging a bit deeper I have now realized that, for some reason, in some pictures where we are together she was tagged as me and me as her. Talk about people living together starting to look alike! (actually, nothing could be more distant from the truth...thankfully).

In any case, seems like there are now hundreds if not thousands of photos incorrectly tagged. Is there a way to remove the people tagging for all photos so that I can start again without removing all the metadata (e.g. location and such)?

Removing the people tags and starting over might not be the best thing to do. You might want to try improving the AI first. Try this...

In macOS Photos app:
  1. Go into the people album double-click to view a person.
  2. Click 'Faces' and remove the ones that aren't of that person by right-clicking and selecting 'This is not ...'.
  3. Scroll down and click 'Confirm Additional Photos', and choose Yes or No for the photos that are presented.
  4. Repeat the above steps for other people.
  5. View a photo where someone is incorrectly tagged.
  6. Go to View -> Show Face Names.
  7. Right-click a face and select 'This is not ...'.
In iOS/iPadOS Photos app:
  1. Go into the people album and tap on a person.
  2. Tap the '...' button and chose 'Review Confirmed' photos.
(Make sure the pictures shown are of that person. If not, remove them. I could not find this equivalent screen in macOS.)
  3. Tap 'Review More Photos' and choose Yes or No for the photos that are presented.
  4. Repeat the above steps for other people.
  5. View a photo where someone is incorrectly tagged.
  6. Tap the 'i' button to show the metadata. It should show icons of the recognized people on the picture.
  7. Tap the person and choose 'This is Not ...'.
Now if you really do want to start over, you can remove the person from the Photo album. You should be able to set them up again, but it will take some time for the 'unknown' faces to show up again, so you could be without people tags for awhile.

Thanks. So, the problem is that there are lots and lots of pictures of the two of us together so they seem to be correctly categorized as having each of us, but if you look at the info, in some (but, annoyingly, not all) I show up as tagged with her face and viceversa. I did delete all the pictures with just me that were tagged as her and viceversa, but the hundreds that are both of us and are incorrectly tagged are what is a nightmare to untangle...
