I purposely removed all the partitions on a Mac Mini hard drive. This includes the recovery partition as it was not functioning. Now I'm left with a hard drive of unallocated space. I have two very handy USB thumb drives just waiting for something to do but everything I've tried has led me to no success because my only access is to PCs.
 
If your mini is mid 2010 or newer, you can hold down Command-Option-R at boot to boot into Internet Recovery and reinstall the OS it shipped with.
 
Yep, CMD-R is the only way you can now. Sounds like you have 2010+ so that should work for you
