I had a lot of photos stored on my iPhone and my iPhone backup was consuming most of my free 5GB of iCloud storage. I have since moved all photos to my mac in iPhoto and performed a "Back up now" on my iPhone. When I attempt to manage my iCloud storage on my Mac, the iPhone backup is still consuming most of my 5GB allotment. Is there anyway to purge old iPhone back-ups from iCloud except for the most recent?

Delete your backup entirely, and do a fresh one to eliminate old data. Otherwise it will keep doing incrementals.
