Removing iOS beta 9.1 and installing the iOS 9.1 shipping version

Help - Currently I am running iOS 9.1 beta and want to remove the beta version and install the official shipping version of iOS 9.1. Unfortunately we do NOT have a good iTunes backup of the pre-beta environment. We are willing to reset the phone to factory and start from scratch. Any hints on how to accomplish this? We have tried putting the iPhone in DFU mode and doing an update/restore, but this has failed every time so far. We are using iTunes 12.3.0.44 on Windows 10, I see there is a more current version of iTunes available, 12.3.1, so we will try that next, but if anyone has worked through this issue, I would appreciate hearing a solution. We want to get off of iOS 9.1 beta basically.

When we tried to update it, the error message said we needed to restore it first - but as I mentioned, we do not have a good backup of the previous environment to restore to. We'd like to just install iOS 9.1 and start from scratch - from what I am reading about the beta program, it sounds like this is possible if you reset to factory - but we are not finding that to be the case.

The above link from kch50428 gives one thing we haven't tried which is to go to the Apps & Data screen and select "Set Up as New", and then try the update again from iTunes. We'll give that a try and see how that goes...Thank you!

You seem to be misunderstanding what iTunes is asking. When iTunes offers to restore a phone, it's not trying to restore your previous backup initially. It's trying to erase the device, then reload iOS onto the device so just proceed that way. Then, once the device is restored, you'll see the prompt asking whether or not to set up the device as new.
If you're already seeing the prompt to set up the phone as new, you've already done the restore.
