Removing photos from mini

Hi from Northern Thailand

we have one Air, three minis, and a larger older iPad between the family.
Wife and her mum are using iPad and a mini. They are not in my iCloud, lets forget them.

Of the two remaining minis one has a busted home button but can be used by using the onscreen digital button then pressing home. i.e. it is still usable but apparently cant fix the mechanical home button.
Our niece age 12 would love to have this mini.

I need to remove my many photos first.

Across the Air (el Capitan), and the two minis (11.3.1 and 10.4.1) in question the photos seem to be synced and when one looks at the years and miniature photos the blocks of photos are the same shape and contain the same pics. (with the exception of some pics missing from just the last two years on the mini we want to empty.......whch shouldn't matter (though I'd be interested where they are)

What would be the safe way to empty the photos from the mini for the niece without any danger of losing any pics from iCloud, Macbook Air, or the good mini I use?

If your sole purpose is to remove photos, turn off iCloud photos on that device and delete all of them from that mini. If you are feeling paranoid, upload your photo to another cloud provider or use Mac to backup photos from your mini or other iPad.

I am a little paranoid .....
Trouble is I happen to know Google Drive is almost full (non-pay variety) and the same goes for the Air SSD which I'm in the process of trying to get a 200GB SD card not quite so quick and easy or cheap here in Thailand.
(I presume you're meaning to transfer to a folder or SD in the Air not "Photos"

I think you can go and buy a hard drive of some kind. They are cheap and usually has 500GB - 2TB storage, enough for your photo library be backed up several times over.
