For render and photography I am using macpro 3.1 (2008) 2 x 2.8GHz and I want to upgrade. I am thinking about new mini (2018) 3.0GHz 6-core i5. Is it better solution then buying old pro 5.1/6.1? Maybe eGpu...for 300$...
 
MM 8,1 6c/i7 is about 2.5 times faster than MP 3,1 8c (I did the switch myself). i5 should be almost the same for antything that is not massively parallell.

MP 5,1 is marginally faster than MP 3,1, but MP 6,1 12c is still faster than the MM with twice the number of cores (provided you use them; per core MM is faster).

MP 6,1 is getting old, though, and will not last as long as a MM.

Fot photo work, you do not need an eGPU.

Almost double MM price is the new 27 iMac 6c/i5 with Radeon pro.
MBook pro is far more expensive.
If I render on MM - it will be faster then on MP3.1?

Render what? If CPU based, MM is certainly faster. If GPU based, an eGPU is needed and its performance will dominate over CPU.

If you are talking about video, MM renders video fast without eGPU, as the T2 chip has dedicated chips for H.264 and H.265.
