Since a few OS updates back, windows are not re-opened when I log in even though "Reopen windows when logging back in" box is always checked when I log out. I'm running macOS Mojave (10.14.3) and I think this happened immediately following one of the OS updates (maybe in 2017).
It might help to know that the directory "~/Library/Saved Application State" has not been updated as expected (timestamp is Dec. 3, 2017). I think this is the directory where information used to re-open windows is saved.
Probably related to this, I have Safari listed under "Login Items" under "Users & Groups", but Safari does not re-launch at login either.
Any ideas what is going on?
