Reopening Apps in Catalina, Help!!

Friends, I am using Macbook 12" Retina Early 2015, I have installed Catalina in it and having strange problem, when an app is opened for example Mail or Safari or whatever, and i shut down the macos with uncheck Reopen Windows When Logging Back In, and when i again open the mac that App opens and it left where i was before, I tried check and uncheck again Reopen Windows.... but nothing worked, Please help me out.

Same problem. It started with 10.15.3. It seems to honor the checkbox setting only sometimes.

Can you just close said programs before shutting down? That's what I always do and I haven't had a problem.

I do this all the time, yet from time to time, programs will start on their own upon logon that are not in Login Items.

But it doesnt mean something is working even after shutting down, and its not a complete solution, mine is 10.15.3, is it a bug or what? thats making me insane
