Reordering Messages apps?

There doesn't seem to be any rhyme or reason to the order that Messages apps appear. When I hit the button in the lower left corner (four boxes) it brings up all the apps. I can then drag them around after doing a long press, but the order doesn't ever seem to change when I'm using the slider to select an app while typing a message.

Literally was just making a thread about this, but I think I figured it out. For some reason, Handwriting is always the first "Recent". After that, the apps are in order of last use.

For me they always stay in the same order...

Recent
Smileys (Apple)
Hearts (Apple)
ESPN
Yelp
Image Search
Weather
Hands (Apple)

If I delete any of them, and add them again, they'll always show up in the same location in the horizontal swipe list.

Resetting All Settings didn't seem to fix it. Is anyone else having this same issue before I try a clean install?
