Sometimes I must wonder, what the developers in Cupertino smoke...
I just wanted to replace a user picture by a picture I already have on file.
In System Settings Users, you get the choice of hundreds of childish Memojis, Emojis, Monograms, Camera, Photos from the Photos-App only, Suggestion, but no file selection at all.
???
It took me some time to discover that you can drag a picture to do that, but that is neither documented, nor complies with Apple's own guidelines, specifying that every file action must be achievable with menus too.

Dragging and dropping pictures to change things has been a part of macOS for years.
