I just wanted to replace a user picture by a picture I already have on file.
In System Settings Users, you get the choice of hundreds of childish Memojis, Emojis, Monograms, Camera, Photos from the Photos-App only, Suggestion, but no file selection at all.

It took me some time to discover that you can drag a picture to do that, but that is neither documented, nor complies with Apple's own guidelines, specifying that every file action must be achievable with menus too.
