I recently had to send my iPhone 11 Pro to Apple due to some issues with the lightning connector. Since I didn't want to be without a phone for 2 weeks, I opted for the express replacement, which sends me a "new" phone to replace my old one. When the replacement arrived it looked new and had all the typical plastic wrapping on it. So I got started setting it up and transferring my backup data. As it progressed, two odd things happened; first, I discovered a Shanghai Transit Card listed under my Apple Pay account. Next, I was asked to enter the password for my Apple ID, but the apple ID that appeared was not mine. This all freaked me out a little, but as the restore-from-backup process continued, these things disappeared. I'm assuming that the replacement phone I received was not new, but rather a refurbished one that belonged to someone from (or had traveled to) China.
 
There are no new replacements. Virtually all replacements are refurbished devices. But it’s pretty clear in this case Apple didn’t fully wipe the existing info.
 
It’s not refurbished it’s re manufactured phones are not just looked at and verified to be ok they are taken apart and new glass, case, battery and rebuilt
