Im noticing the PCIE fan on my Mac Pro is sounding loud and is annoying me. Since the PCIE fan assembly is user serviceable according to Apple's manuals I'm thinking of replacing it myself instead of taking it 200km to the nearest Apple approved tech. I'm just wondering if I need the whole assembly or just a fan and where a good source of it is?

The way the PCIe Fan is designed is its all inclusive; The Fan & Assembly.
Apple makes it easy in that regard.
Just remove the two Phillips #2 screws and slide it out.

These guys ship worldwide:

Unless you can call and ask the Apple Service Center if they can order one for ya and get a cost check.

Typically with Apple, fans are usually around $50
