Other than outright downloading a new add-on app, is there a way to replace the weather app as originally supplied with the iPhone 5s with something like the Government's own Weather.gov website?

Nope, not on stock iOS version.

Any way to disable the stock weather app and just make the phone use Weather.gov to give me accurate weather (short of turning it off - the app that is - not the phone.)

Nope, you're stuck with it and Yahoo's weather.
 
Thanks. That's exactly what I was afraid of. Stuck with the yahoos @ Yahoo.
The data is actually provided by Yahoo!, but it comes to them from The Weather Channel or Weather Underground (which is owned by The Weather Channel now). Best you can do is get another weather app that suits your needs and use that.

Thanks. Will probably "rearrange" the apps so the default one falls further back in the page queue and get one that runs on the National Weather Service site info. Orders of magnitude better than weather.com or Google or Yahoo.

I can't say I really know of an actual NWS app, although I believe Weather Underground has a setting that could be changed in it to show NWS forecasts. There are some other weather apps to try like AccuWeather that might be better in some way.
