iPhone Reset all settings

If I "reset all settings", does that effect my tweaks or just my apps?

Also I know if you delete all content and settings that it will force you into a infinite boot loop but in past versions of iOS, reset all settings would sometimes help me with problems.

The dilemna that I am in btw is that I am trying to turn off iTunes match. My subscription expired and I don't want to renew it and now that my subscription has expired the "Turn off iTunes Match" option has disapeared and I can't sync music with my phone because my computer tells me that "iTunes Match is On"

I just reset all settings the other day and it did mess with my cydia tweak settings also. I had 5 icons in the dock and it moved the 5th icon into a random folder... It reset my CCSettings toggles, hideme8, shrink and so on.

i think it resets the preference folder (which is also where all the preference files for tweaks are located as well)
