Brand new battery from apple with only 2 cycles on it.

Water spilled, everything blanked. Opened and dried out. Computer now works, however it needs to remain plugged in ‘battery service recommended’ battery not charging.

What can I do to reset the battery to see if it might come back to life and work?

This problem requires a logic board repair and/or proper cleaning of the board.

assuming that it really dried out - did you reset the SMC?
I think I reset SMC, but there is no confirmation.

This model is a Touch Bar model that’s designed to power up on any keystroke and maybe a bit different with smc reset? Ctrl+option+shift+power 10 secs

Battery should be ok, but you need someone to carefully test and diagnose the logic board. The sooner the better as corrosion kicks in immediately.

This isn't something that can be resolved by pressing a few keys. There is a short somewhere in the logic board and it needs to be corrected by cleaning (at minimum) or surface component replacement (most likely).
