reset network settings does not delete wifi networks

i just did reset network settings and did not delete wifi networks. is this normal behaviour in IOS 15?
i can see my wifi networks that i have joined in shortcuts automations and create an automation "WIFI" then choose wifi and all my wifi networks are still here.

A reset network settings should wipe the Wi-Fi passwords but not the ability to see any that are around.

maybe it is a bug from automations that shows old wifi networks.
