iPhone Reset (wipe clean) iPhone 8 without iCloud password?

iPhone 8 on iOS 13.2.2.

The phone is currently working on wifi only right now. No working SIM card

She wants to reset and wipe the phone completely clean and start fresh. FIND MY is turned off.

What process does she need to proceed with doing this?

Best way is to erase the device because it will wipe all user data and unlink the account. You do need a SIM to reactivate it but it can be a dead or inactive SIM as long as you are connected to WiFi. It just need a SIM with active connection to connect to activation server.

If you don’t not have the iCloud password, don’t bother since you won’t make it pass the activation screen. Best way, reset password so you can sign out of iCloud.
