iPhone Respring

I downloaded a cydia tweak, I resprung my device, and then every time I touch the screen or press a button, it resprings! I tried rebooting my device, attempted to put it in safe mode ( I don't really know how to do that), it's stuck in what looks like safe mode but it's not, I am running the Taig iOS 8.1.2 jailbreak. Please help.

while the device is booting up, hold the volume up button until you get to the lock screen

That'll disable all cydia substrate tweaks and you can proceed to uninstall the offending cydia tweak
