Please help me out in choosing language and also some good tutorial which explains from scratch about how to write API's.
 
Definitely Node.js. I have experience with PHP, Python, Node, C#, and a few others (i.e. Go) and I think Node.js is heads and shoulders above the rest. The mix of speed and widespread availability of libraries/frameworks makes it the best out there. It's also the easiest to learn.
 
Agree with node - as far as a REST API, it'll get you furthest with the least effort.
