So ive tried to find an answer to this one and I apparently can't find it, but I post this question.

Currently have an XS Max on the 13.1 beta backing up to iCloud.
Sounds like all of the new 11 phones will ship with 13.0.
When my 11 Pro Max comes in and I want to restore from iCloud will there be any issues if I restore my XS Max backup from 13.1 to my new phone that will likely have 13.0?
Or will I have to setup as a new iPhone?

There’s a 9/10 chance you will need to setup as new. You could then update your 11 to 13.1 and restore, but even that might be tricky as iCloud backups are always iffy when restoring from a beta. It will likely tell you when you go to activate your new phone that the backup of your XS is not compatible as it has a higher version number than is installed.

Thanks for the heads up. This will be year #3 I preorder when the clock hits zero, and every time I usually wait for the .2 beta before I jump back on the beta bandwagon, but with the weird beta update schedule this year, its really jammed things up.
