iPhone 15 Pro Max Restore from iCloud stuck on “estimating” on 15 Pro Max

This is the third time I have wiped the iPhone 15 Pro Max after I get to the restore from iCloud screen because it is just sitting here at “time remaining: estimating” for over 15 minutes.

Can anyone help? Yes, I did the update during the setup process.

I had to restart both my source phone and destination phone before getting it to successfully transfer.
