iPod Restore Process Won't Finish - Recharge Icon

I have just had all the insides replaced (2 months ago) on my 4g /20gb iPod by a professional repair person. I am now having problems with it freezing up again, and when I tried to restore it, I could only get as far as the icon to plug it into a wall charger. I did that, but nothing happens, occasionally the battery icon will display briefly. How can I complete the restore? Thank you.
