Searched the net and can't seem to find the definitive guide on how to do this. I've installed iOS9 and did a full iCloud iOS8 backup before I went to 9. Do i have to redownload all apps from the store? What about Photos etc. Any ideas?

No. Restore from backup and it will bring in everything. Your phone will be just like it was before you updated to iOS9.

TIP: DO NOT move off WIFI while restoring. It will screw up the restore of photos. I learned this yesterday. In theory, it should start backup where it left off when you are back on WIFI but it does not. I had to wipe the phone and restore again.
