restore specific files from TM after clean install

I'm start backup my Mac mini 2012 with TM in 04/10/13 when I was on 10.8.
Now I'm on 10.10 (I did upgrade via Mac App Store) and after year and half I want to start from scratch.
After reformat the system I'll be able to restore some specific files from TM backup? I prefer to make this transfer by myself (the manual way) and not let some app doing it for me.

You can restore some files manually. I do it all the time. TM does do a good job of restoring files as well. I guess it just depends on what files you're restoring. System files I would restore with TM tho.

Ok and what about backup settings? It's possible?
