Restored device „almost“ full due to iCloud Photos?

I wiped my iPhone 12 Pro Max and iPad Air 4 on iOS 15 without restoring from a back up yesterday and today I woke up with only 17 GB remaining on my 64 GB iPad and 70 GB on my 128 GB iPhone. Prior to this, I had 102 GB free on my iPhone for example.
I checked storage and noticed that iCloud Photo is taking up most of the space.
I have optimized iPhone storage on. Shouldn’t it take up way less space? It used to be 5 GB locally tops.

noticed the same, seems to be taking up way more space than usual. Wondering if over time it will start to optimize the photo storage.

Yes that’s why my device to device transfer took 9 hours.
